Approved by CAPES in 2011 and starting its first group in March 2012, over ten years the PPGDT-UFRRJ has completed the eighth group in the Master’s Course in Territorial Development and Public Policy.

The origin of the PPGDT-UFRRJ dates back to the interest of several researchers in deepening their investigations into the territorial nature of capitalist phenomena and the role of the State as an articulator and formulator of public policies. Of a multi and interdisciplinary nature par excellence, the area of Urban and Regional Planning, which the PPGDT-UFRRJ is underlying, brings together professors from the most diverse areas within the scope of the institution, from Economic Sciences and Architecture and Urbanism, passing through the Social Sciences and Agronomy, also covering History, Geography, Legal Sciences, Administration and Public Administration. Administratively located at the Institute of Applied Social Sciences, on the Seropédica campus, it will be the Institute’s first academic doctoral course.

In this context, we present as a vision the institutionalization of the PPGDT as an academic reference center and political-institutional agent capable of bringing together and articulating actions in favor of development that observes territorial particularities and acts as an inducer of perspectives of efficient, effective and effective public policies in the construction of plural social realities guided by political and social justice.

The PPGDT begins its second decade of existence with all its professors developing projects certified in the CNPq Research Groups Directory, either as a researcher or leader, integrating at least two research groups, seeking to constitute an inter-institutional network of reflection. The Research Groups also reflect the disposition of professors in the search for financial resources through public notices from the development agencies FAPERJ, CNPq, CAPES, Fundação Celso Furtado and Regional Studies Association. In general, we can highlight the articulation of the projects with the lines of research, with objects related to the themes of: (a) sustainable territorial development; (b) public policies and local development; (c) urban and rural environmental sustainability; (d) urban territories and ruralities; (e) transformation of the urban and peri-urban landscape; (f) urban planning in peripheral regions.

In a frank process of expansion, the PPGDT has been consolidating itself as a space for dialogue and development of research focused on recent transformations in the region where it operates. It has produced knowledge about the complex social processes that operate in regional dynamics, imprinting different ways of thinking about participation and the formulation of public policies, with the aim of facing and overcoming the many socio-environmental and economic problems of the regions it investigates. In this sense, it has aggregated and graduated students inserted in social movements, in public policy management forums, in public bodies and institutions of the governmental and non-governmental sphere, and in private institutions.

In the last ten years, there have been changes from an academic-organizational point of view, all due to the evaluations of the PURD Area. In line with the result of the Quadrennial Assessment (2012-2016), the Program’s Collegiate understood the need to make adjustments in relation to the title and delimitation of the Line 2 syllabus, in order to strengthen its alignment with the Area of Concentration and the curricular structure from the program. Thus, the new designation of Line 2 was established, whose title was changed to Sustainability and Territorialities, whose centrality is to study the spatial transformation processes and their implications on territorial development from a theoretical and analytical framework for the socio-environmental studies referenced in the sustainability in its various dimensions. Line 1, Development and Public Policies, continued to analyze development issues in their spatial-territorial dynamics, based on the impact of public policies.

According to the report sent to the 2017-2020 evaluation on graduates, an important follow-up action has been taken since the graduating class in 2014, effecting the systematization in 2016. PPGDT and the evolution of post-degree students. It appears that 40% of masters continue their training, being enrolled in doctoral programs; another 30% establish themselves as federal, state or municipal servants, working or teaching in teaching and research institutions.

Administratively, since August 2017, the PPGDT has been integrated into the new Integrated System of Academic Activities Management (SIGAA-UFRRJ), which represented a qualitative leap in the Program’s administrative and bureaucratic issues. All information and data relevant to the Program were digitally organized and systematized, facilitating and speeding up access to documents, statements, histories, processes, etc.

The publication of the 2017-2020 Quadrennial Assessment, and the achievement of grade 4, made it possible to implement the desired Doctorate, whose objective is to deepen the already established dynamics, taking advantage of the fact that the proposition of a new course requires evaluating the master’s degree itself, in addition to continue with the necessary changes to improve the Program. Understanding that internationalization is a relevant demand, the Doctoral project creates the third Line of Research – Territorial Planning and Management – focused on reflection and the construction of actions in an institutionalized way, based on problems (social issues), their implementation and the impacts generated in the territory, including the political tensions inherent to these processes. There is synergy between the area of concentration and the three Lines, especially with regard to the projects of professors-researchers, directly aligned with the objectives of each one. The reorganization of research activities along the three Lines allows greater adherence and deepening of professors’ activities.

The PPGDT, over its ten years of existence and based on the work of its professors, has consolidated its multi-campus profile, bringing together several institutes and undergraduate courses. The articulation with graduation materializes with Scientific Initiations (CI), since all professors guide CI, bringing the didactic-scientific activities of Graduate Studies closer to Graduate students, mainly in subjects taught by professors. It is worth mentioning that professors submit Research Projects and Work Plans to Scientific Initiation Notices, both from UFRRJ itself and from funding agencies, especially FAPERJ, obtaining excellent results in recent years, which contributes to the preparation of future master’s students. This approximation is reflected in the grades that the courses obtained in the last ENADES: Administration (grade 4 – 2018) Public Administration (grade 3 – 2018), Architecture and Urbanism (grade 4 – 2019), Law (grade 5 – 2018), Economics (Note 3 – 2018) and History (Note 4 – 2021).

The articulation with graduation also allows the establishment of activities with basic education through the urbanization theme, whether privileging sanitation/environment or the precarious urban occupation of peripheral regions. The actions allowed association with local networks dedicated to memory, education and culture in the periphery, such as SEPE (Teachers’ Union), municipal councils, municipal education departments, associations and social movements, etc. Actions at the local level can also be thought of internally, as there are professors involved with the project to build facilities for solid waste management at UFRRJ on campuses. The capillarity of actions with graduations or with other postgraduates was built by bringing together the specificity of the Program’s expertise and/or its complementarity. An example of this is the annual holding since 2014 of the PPGDT Forum, which in two editions (2020 and 2022) shared the event with the Western Metropolitan Seminary of Rio de Janeiro, co-organized by the Graduate Program in Geography at UFRRJ. We even counted on the presence of former coordinators of the PURD Area to participate in the event.
